Statement by Ambassador Mitsuru Kitano at the IAEA Board of Governors Meeting starting on 5 March 2018: Agenda Item 4: Verification and Monitoring in the Islamic Republic of Iran in light of the United Nations Security Council Resolution 2231 (2015)

Thank you, Mr. Chairman,
 
Japan appreciates the Director General’s report on Verification and Monitoring in the Islamic Republic of Iran in light of the United Nations Security Council Resolution 2231, dated 22nd February 2018 (GOV/2018/7). We also highly value the recent technical briefing by the Secretariat on the 28th of February.
 
Japan continues to firmly support the JCPOA. It strengthens the international non-proliferation regime and contributes to the peace and stability of the Middle East region. Japan greatly appreciates the effort made by all relevant parties for its steady implementation. Iran’s steady implementation of the JCPOA is the basis for further cooperation between Iran and the international community, including Japan. In this regard, Japan will support Iran’s implementation in a concrete manner. Japan strongly hopes that the JCPOA will continue to be fully implemented by all relevant Parties.
 
 
Mr. Chairman,
It is of great importance that the Agency continues to verify and monitor Iran’s implementation of the Additional Protocol and its other nuclear related commitments under the JCPOA. It is also essential that the Agency’s regular reports to the Board provide adequate information on Iran’s implementation. The Director General’s latest report contains appropriate and sufficient information, which Japan highly appreciates. This information serves the objective of increasing the transparency of the implementation of the JCPOA.  Japan takes note that the Agency has conducted complementary accesses to all the sites and locations in Iran which it needed to visit, as was the case in the last Director General’s report.
Moreover, our attention was drawn to the description in the latest Director General’s report about Iran’s decision to construct naval nuclear propulsion. Japan hopes that further clarification and information will be provided from Iran in this regard.
 
Mr. Chairman,
I would like to emphasize that the support of the international community remains crucial, as the Agency assumes an increasingly important role.  It is, therefore, extremely important for the IAEA to secure sufficient resources in a seamless manner. In this context, we look forward to seeing the largest possible number of Member States actively providing financial support to the implementation of the agreement, in particular by those countries directly involved in concluding the agreement. Furthermore, other types of support are of importance, and Japan continues its consideration of how to contribute to the implementation of the JCPOA.
 
 
Mr. Chairman,
The exclusively peaceful nature of Iran’s nuclear programme and non-diversion must be ensured through the full implementation of the JCPOA. In this regard, the early ratification of the Additional Protocol by Iran is essential.  Japan hopes that the Board of Governors will continue to address the verification and monitoring in Iran in its future meetings, based on regular reports by the Director General that contain adequate information regarding Iran’s implementation of its commitments.
